William attended Lafayette College in Easton, Pennsylvania and graduated in 1876 with a law degree. He married Margaret Semple of Easton, and they resided in Warren, where he began his law practice. They had three children, sons Harold, Clarence and a daughter. The family was Presbyterian and staunch Republicans. William became Mayor of Warren and served two terms, 1891-1893, 1893-1894.
